The European Migration Network (EMN) was set up in 2003 by the European Commission on behalf of the European Council in order to satisfy the need of a regular exchange of reliable information on migration and asylum related issues on a European level.
The Council Decision 2008/381/EC from 2008 forms the legal basis for the EMN.
The network consists of the European Commission, a Steering Board, two service providers and National Contact Points, of the EU Member States and Norway.
The aim of the EMN is to provide the European and national institutions and agencies as well as the general public with up to date, objective, comparable data and information concerning migration and asylum related issues in order to objectify the current discourse on migration and to support policy decision processes within the European Union.
The study provides information about the characteristics of temporary and circular migration patterns of third country nationals moving temporarily to Austria for short-term employment, seasonal work, study or research.
The publications of the Country Report and the EU Synthesis Report can be ordered free of charge or downloaded as pdf.

The Annual Policy Report 2010 provides an overview of migration- and asylum related debates and developments in Austria, i.e. concerning the development of the Red-White-Red Card, debates on the suggested amendments of the Federal Ministry of the Interior or institutional developments.
