Social Effects of Temporary Protection: Economic conditions and employment of Ukrainian Beneficiaries in Europe

Paper presentation at the Workshop: Un/Making Protection: The Proliferation of Temporary Protection Regimes Across Space and Time,” at the Institute for Human Sciences (IWM) in Vienna, July 8th 2025.

The presentation "Social Effects of Temporary Protection" by Leila Hadj Abdou and Kayi Esra sheds light on the economic conditions of Beneficiaries of Temporary Protection and their vulnerability in European host countries following the Russian invasion of Ukraine. It highlights differences and similarities in the economic situation and employment rates across different European countries, as well as the impact of employment on return intentions. The presentation also particularly highlights the situation of Ukrainians in Austria.

The findings presented are based on three studies, which IOM co-produced, including a poverty assessment of Ukrainian refugees in neighbouring countries, a study on return intentions of Ukrainians, and an Inform by the European Migration Network (EMN) on labour market integration of Ukrainians with temporary protection.
