Application of the Temporary Protection Directive: Challenges and good practices in 2023

Large-scale displacement from Ukraine following the Russian invasion has tested the EU’s capacity to deliver immediate protection and access to rights for millions of people. Temporary protection became a pivotal instrument for rapid legal stay, mobility and access to essential services.
The publication outlines how EMN Member Countries implemented the Temporary Protection Directive, covering registration systems, documentation, mobility rights and access to housing, health care, employment and education. It highlights differences in national approaches, the role of digital tools and the challenges faced by vulnerable groups. The analysis provides important lessons for strengthening future large-scale protection responses in Austria and across the EU.
