Third-country national victims of trafficking in human beings: detection, identification and protection
Victims of trafficking require timely identification, safe referral mechanisms and strong protection systems to break cycles of exploitation and ensure access to rights. Third-country nationals often face additional vulnerabilities linked to migration status and socio-economic conditions. The publication maps national approaches to identifying and supporting victims across 25 EMN Member and Observer Countries, including legal frameworks, cooperation structures, data availability and new forms of exploitation. It highlights gaps in detection, variations in support standards and promising multi-agency practices. This analysis seeks to support coordinated and victim-focused strategies in combating human trafficking.
